How does Caesar play?

The game is viewed from an overhead, tile-based perspective. The player lays out roads and buildings, manages land for housing and production, and balances food, employment, taxation, public order, religion, and entertainment.

Scenarios provide settlement objectives and advancement requirements. As the city develops, population classes and service needs become more demanding. Military units and defensive structures help protect the settlement from external attacks, while economic and administrative decisions determine whether the province prospers.
