How it plays
The game uses a menu-driven, primarily text-based presentation. Each turn represents a period in government, and the player reviews reports before choosing political, economic, military, and diplomatic actions.
The objective is to keep the state stable while pursuing national goals. Progress depends on balancing competing factions, maintaining supplies and finances, managing foreign relations, and reacting to crises. Poor decisions can increase unrest, weaken the government, or trigger defeat. The game is focused on repeated decision-making rather than direct character control or tactical battles.
Plan your run
Read every available report before committing resources. Stability is usually more important than an ambitious policy that creates several new enemies at once.
Track the relationship between domestic factions, the military, neighboring states, and the economy. Change policies gradually, preserve resources for emergencies, and avoid treating military action as a substitute for diplomacy.

Conflict is a turn-based political strategy simulation developed by Red Rat Software and published by Virgin Games for DOS in 1990. The player governs a fictional Middle Eastern state facing pressure from rival factions, neighboring countries, economic problems, and public unrest. Rather than commanding armies in a conventional wargame, the player makes policy decisions, manages resources, appoints officials, and responds to changing diplomatic and domestic situations. Its unusual subject matter and demanding systems gave it a distinctive place among early political simulations. Reception was mixed: some players appreciated its ambition and atmosphere, while others found the interface opaque and the simulation difficult to understand.
