How it plays
The game is presented through menu-driven screens, statistics, reports, and event notifications. The player guides the Soviet government through successive turns, choosing policies in areas such as economic reform, defense, diplomacy, nationalities, and party administration.
The objective is not limited to a single victory condition. The player may try to maintain the Union, reform socialism, increase personal political power, or pursue other ideological outcomes. Decisions alter public approval, factional support, resources, and the likelihood of unrest or political crisis.
Plan your run
Begin with moderate policies and monitor the effects before making several major changes at once. Economic reform, political liberalization, military spending, and relations among Soviet republics affect one another, so solving one problem can create another.
Keep an eye on faction support, shortages, unrest, and foreign relations. Save before major decisions when possible, and use reports to identify trends rather than reacting only to the latest event.

It places the player in control of the Soviet Union during the final years of the Cold War, beginning in the mid-1980s. The central challenge is balancing economic reform, party politics, public stability, military policy, and relations with foreign powers while attempting to preserve or transform the Soviet state. Play proceeds mainly through menus, reports, policy decisions, and political events rather than direct action. Its detailed subject matter and unusually open-ended political model attracted a niche audience, although the interface and unforgiving systems made it difficult for many contemporary players.
