How does L'Empereur play?

The player governs France from a strategic map and a set of administrative menus. Objectives include strengthening the state, managing finances and supplies, maintaining diplomatic relationships, recruiting forces, and defeating opposing powers through campaigns.

Play proceeds in turns. Players issue domestic, diplomatic, and military orders, move armies, conduct battles, and respond to changing political conditions. Progress depends on balancing the economy and army while expanding influence; reckless wars can exhaust the treasury, reduce readiness, and make later turns harder.
