How it plays

How does SimCity 2000 play?

The game uses an isometric view of a tile-based city. Players zone land for residential, commercial, and industrial use, then provide roads, rail, power, water, education, police, fire protection, health care, and other services.

Cities develop over time as population and demand change. The player adjusts taxes, budgets, ordinances, and infrastructure while responding to traffic, pollution, fires, disasters, and other events. Free-form play has no fixed victory condition; scenario play adds specific goals and constraints. Construction advances through historical eras, unlocking newer technologies and facilities.
