How does Romance of the Three Kingdoms II play?

The player selects a ruler and governs a collection of Chinese cities on a turn-based map. Each turn allows actions such as recruiting officers, developing land, collecting resources, training troops, conducting diplomacy, moving armies, and attacking enemy territories.

Battles are resolved on tactical maps with military units moving across terrain. Victory depends on troop strength, commanders, supplies, morale, and positioning. Officers can be appointed to administrative or military roles, while conquered cities and recruited characters expand the player’s ability to wage larger campaigns.

Develop the economy before starting a prolonged war. Secure food and gold, appoint capable officers to each city, and avoid leaving border cities without commanders or troops.
