Liu Bei
A Han loyalist and ruler associated with Shu, known for his concern for the people and his search for capable officers.
How it plays
The player oversees a kingdom from a strategic map, issuing orders to cities and officers during alternating turns. Main objectives include developing cities, recruiting and training troops, managing supplies, forming alliances, and defeating rival rulers.
Campaigns are organized around historical scenarios with different warlords and territories. Officers have individual abilities and loyalties, while battles resolve through tactical commands involving movement, formations, terrain, morale, and special abilities. Expansion requires balancing military pressure with domestic development and diplomacy.
Plan your run
Develop a strong economic base before expanding. Invest in agriculture, commerce, and city defenses, then concentrate troops and supplies near the next target rather than spreading forces across every border.
Officer quality matters as much as troop numbers. Recruit capable generals, maintain loyalty through appointments and rewards, and use diplomacy to isolate stronger enemies. In battle, protect supply lines, exploit terrain, and avoid prolonged engagements when morale or provisions are low.

Romance of the Three Kingdoms IV: Wall of Fire is a turn-based historical strategy game developed and published by Koei. Set during China’s Three Kingdoms period, it asks the player to guide a ruler, manage cities, appoint officers, conduct diplomacy, and conquer rival territories. The game combines administrative simulation with large-scale campaigns and officer-centered storytelling. Its scenario structure supports several starting dates and competing warlords, giving each campaign a different political landscape. It was well regarded for its broad historical scope, detailed management systems, and strong atmosphere, although its many menus and statistics can make the early game demanding for newcomers.
